NS Netta Squires is a cybersecurity strategist, attorney, and resilience leader with more than 20 years of experience in public safety, emergency management, and technology policy. She served as Maryland’s first Director of Local Cybersecurity, appointed by Governor Hogan to build statewide cyber coordination and support for SLTT governments and critical infrastructure. Netta previously spent six years with the Montgomery County Office of Emergency Management and Homeland Security, where she integrated cyber risk into all-hazards planning and response. Her leadership has been recognized by organizations such as UMGC, the Cyber Guild, Billington CyberSecurity, and Technical.ly, and she has received honors including the 2025 Cybersecurity Woman of the Year and 2023 Emergency Manager of the Year. Netta is also an adjunct professor in criminal justice, emergency management, and cybersecurity, and is the Founder of Open District Solutions, a consultancy supporting resilience across the SLED market. She established CCIS to bridge law, technology, and community protection, ensuring critical infrastructure and essential services have the support they need to remain secure and resilient.
